Under policy direction, to plan, organize and provide administrative direction and oversight for all
County functions and activities; to prepare recommendations for the Board of Supervisors;; to
provide policy guidance and program evaluation to the Board of Supervisors and management staff;;
to encourage and facilitate provisions of services to County residents and businesses; foster
cooperative working relationships with State and local intergovernmental and regulatory agencies
and various public and private groups; to pursue appropriate avenues of economic development; to
plan, organize, direct, and review the activities of the County Administrative Office; to provide
highly responsible and complex administrative support to the Board of Supervisors.


This is the top management position in the County and is appointed by, represents, and serves at the
pleasure of the Board of Supervisors. This position has full responsibility to the Board of
Supervisors for the administration of all County services and activities and enforcement of all
County codes, ordinances, and regulations. This position conducts all financial activities, and the
efficient and economical performance of County operations. The County Administrator is
accountable for establishing and accomplishing County goals and objectives, and developing general
policy guidelines.

Provide administrative direction and coordinate the work of all County Offices and
departments, both elective and appointive; identify County needs for the Board of
Supervisors; develops alternate courses of action for Board consideration; make
recommendations and implement policy decisions and actions by the Board. Receive
assignments from the Board regarding special projects and assure their completion.
Directs and coordinates the development and implementation of goals, objectives, and
programs for the Board of Supervisors and the County; develops administrative policies,
procedures, and work standards to ensure that the goals and objectives are met and that
programs provide mandated services in an effective, efficient, and economical manner.

Directs the preparation of the annual County budget; reviews and evaluates annual budget
requests of all County departments; authorizes directly or through staff, budget transfers,
expenditures, and purchases; provides information regarding the financial condition and
needs to the Board of Supervisors; make recommendations and implements policy decisions
and actions by the Board.

Ensures that the Board of Supervisors is kept informed of County functions, activities, and
financial status, and of legal, social, and economic issues affecting County activities.


Provides highly responsible and complex administrative support to the Board of Supervisors
by conducting administrative studies on a wide variety of issues and matters impacting
County government and prepare recommendations for the Board of Supervisors.
Attends all Board meetings and advises the Board on issues, programs, and financial status;
prepares and recommends long and short term plans for County service provision, capital
improvements, and funding; and directs the development of specific proposals for action
regarding current and future County needs.
Oversees the administration, construction, use and maintenance of all County facilities and
equipment, including buildings, parks, facilities, and other public property.
Provides for contract services and franchise agreements; ensures proper performance of
obligations to the County; has responsibility for enforcement of all County codes;
ordinances, and regulations.
Prepares annual review of all County fees and makes recommendations to the Board of
Supervisors for increases or decreases as required to balance department budgets.
Provides for the investigation and resolution of complaints regarding the administration of
and services provide by County government.
Provide such investigations, studies or surveys as the Board of Supervisors may request or as
deemed necessary for the efficient and effective use of the County’s resources.
Reviews the operations of County departments, offices and institutions to determine
personnel needs and equipment requirements, establish workload standards, and provide a
basis for recommended changes.
Oversees the selection, training, professional development, and work evaluation of County
staff; oversees the implementation of effective employee relations programs; provides policy
guidance and interpretation to staff; may serve as hearing officer for grievances and
discipline hearings; recommends the selection of department heads to the Board of

Annually reviews and evaluates the performance of all appointive department heads based
on the goals and objectives developed by the Board.
Recommends the creation, abolition or restructure of departmental positions and functions
when necessary to the Board of Supervisors and/or department heads.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
